CCL calculator: work out the Climate Change Levy on a bill

The Climate Change Levy (CCL) on a bill is the kWh times the CCL rate for the dates, rounded to the penny, with VAT on top. Enter your kWh and billing dates for the working, split at 1 April.

How the CCL calculator works

For each rate year the bill covers, the calculator takes the kWh for those days, multiplies by the CCL rate and rounds to the penny: kWh × rate = CCL. The lines are added to give the CCL before VAT, and VAT is charged on that at the rate you choose, because VAT applies to the CCL-inclusive value of a supply.

The rates change on 1 April. When the billing period spans that date, the kWh is split in proportion to the days on each side, and each part uses the rate for its own dates. With a CCA, the rate is the main rate less the CCA discount in the table above. The calculator only works for dates the rates table covers, and says so when a date is outside it.

Example. 3,100 kWh of electricity from 17 March to 16 April 2026 is 31 days. Fifteen of them fall before 1 April, so 1,500 kWh is charged at 0.775p per kWh and the other 1,600 kWh at 0.801p per kWh. The two rounded lines are added, and VAT goes on top.

If your use is small (the de minimis limit is 1,000 kWh a month for electricity and 4,397 kWh a month for gas), CCL shouldn't normally be charged at all: see CCL exemptions. The rates are from Climate Change Levy rates (GOV.UK), last checked on 4 October 2026. Suppliers can round at a different step, so a bill may differ by a few pence.
